SR Can't go higher than 13 psi boost!

ok, the set up is:
red top sr20,
gt2876r,
hks internal w/g,
Greddy profec b spec II boost cont.
power fc d-jetro
rc 740cc top feeds,
hks bov,

Everything worked fine during the dyno when i tried to up the boost from the controller. it didnt do anything. I made sure that the selonoid doesnt ground car as well as the vacuum lines were in correct spot. It still didnt allow it go higher than 13 psi.

is my selonoid fried?

Not necessarily, what that means is you probably have to tighten your internal W/G. Im willing to bet the flapper is cracking open under full boost. Let you W/G do the job then let the boost controller smooth the boost creep issue you will have.
