I think people concerning themselves with their immediate environment (or what they perceive/suggested it is) is probably genetic in nature; but the pace at which we shift our attention from topic to topic is most likely determined by what we are exposed to over the course of our life, especially early on. I don't have any hard proof, but this can be seen looking at different generations and how they handle information flow, those kind of changes don't happen that fast genetically.
