You're not really able to level them any better than I did because the way they're flanged and how small the brick headlight bowls are. However bricks do have up/down and side/side adjustments on the back of the bowl.

It's an odd bumper for sure. Head on it looks mean, most other angles kind of unflattering. Came with the car but I STILL can't decide on what to replace it with. This would be cool but I don't think there's a chance in hell I'd come across one:
