s13 TAchometer Stuck

I have a 89 240 with HUD, and when i bought the car, the tachometer was maxed out past 8 grand. As i accelerate it moves down to 6k, but when i shift it goes right back up. Is it just a bad ground or something?

does the cluster looked touched? if it is you will have to recalibrate it. those tach and gas needles are bitch.. they should never be touched
