So I got pulled over today by a highway patrol for my exhaust which I was not surprised but i also got a no horn ticket!!! WTF!! is that a California thing. lol anyone else got a horn ticket before?

dam that must of been a dick ass cop ..but im sure anything that is not stock or original from factory is illegal to these gay ass cops

Vehicle Code Appendix B List of Violations Division 12 Equipment of Vehicles

27000(a) Horn required in good working order, audible within 200 feet but shall not emit unreasonably harsh or loud sound.

No actually your horn is considered a safety device in all States. Look at it this way. You are on a narrow mountain road with blind corners. What do you do? You honk your horn before the corner to let whoever maybe coming in the opposite direction you are there.
Now your horn does not work. That means you cannot do that. You go around the corner and there is a truck. Who wins? You die or get really hurt. Not worth it.

Was the cop looking for things to ticket you for? Most likely. Sorry you got singled out, but the few times I have driven a car without a working horn I have realized its a needed part of your car.

One more example, you are driving down the street kid runs out in front of your car. You go to blow your horn so he realizes and quite possibly gets out of the away. Thereby allowing you to avoid a possible manslaughter charge for running over a kid, and saving his life instead.

But wait your horn is not working, and you can't swerve out of the way or brake enough because he is to close to your car. You hit him, his life if he lives now sucks, your life sucks everyone loses.

You had your horn he might have looked and jumped out of the way. Again both of you win.

So ya you got a horn ticket and you need a horn, man up you are driving your car on the street. If it was strictly a track only car? No horn needed. Street vehicle though? HORN.

Forgive me for asking but, Is it possible to hook up the horn connection to a racing steering wheel? If so, what wheel / brands are able to do this?

Yes. It's very easy. Even aftermarket quick releases are capable of using the horn. I have a Nardi wheel and Circuit Sports quick release - my horn works fine. Haha it even says 'Nissan' for that OEM look (yea right).

your horn really doesn't have to be on your wheel, i think. i have a button next to the mirror switch. Cop thought it was a nitrous switch for some reason but when i sounded the horn for him he didn't seem to mind that it wasn't on the steering wheel. I think as long as it readily accessible you should be fine. bought a button at autozone for $7 did some wiring and presto, rally style horn button.

My horn on my old company van was a switch near the windshield wipers.

I remember I got a ticket for "excessive use of horn" the judge literally cracked a joke about it, called it ridiculous and dismissed it. It was like a $140 ticket. Yeah, CA is pretty harsh

that's a new law about not having horn...i think i read that somewhere..
that's why i have my stocker and just re-install whenever i would go to the track.

The 'safe' thing to do probably would be to refrain from driving that fast going into a blind corner.
This is the first time I've heard that one should honk their horn going into blind corners, I might try that and hopefully not get my ass kicked. j/k.

I agree it's an essential safety feature in general.
I had my horn not working sometime back, and there would be no way I could prevent ppl from not running me off the road.
Even driving super-defensively can do only so much.

i have heard of honking the horn around blind corners, but no where in traffic school do they teach that. haha...

I have always had a working horn, and i have never used it once in 13 years of driving. unless i used it to honk at someone AFTER they pissed me off haha...garden grove drivers in general cuz even when you honk they dont turn their head from forward position.

just have to be aware at all times in a vehicle. it is not a toy and blah blah blah can kill you or someone else so drive safely out their kiddos
