what is this called and what is it's purose?

This part will not fit with my circuit sports rocker arm stoppers. What is it's name and purpose?

keeps oil from being kicked up by the cam into the T. take it out, get a hammer and flatten out the curved section that interferes with the RAS, then install it back on top with the oil rail..like so

Or just don't put junk rocker arm stoppers in. Do dual guides instead.
