Lightbulb Still No Dash Light

I've been trouble-shooting this for a while now on my '89 s13 coupe and I've been all over nico already trying to solve this issue. I turn the lights on at night and everything works but the dash light. And I mean everything else works, so that rules out things like the fuses (checked and replaced) and the TCU ( manages the climate controls, dash light, and glove box light; climate controls and glove box both work) It's not the bulbs behind the dash, I've checked those. And the cluster is secure to the harness; no faulty wires or hanging plugs.

The cluster itself WORKS! All gauges work like they're supposed to. All the little lights work too ( oil lamp brake lamp seatbelt lamp etc.)

ALL exterior lights function the way they're supposed to. There's pretty much nothing else that doesn't work. Just the dash light. This is really weird.
Help me out?

did you check for voltage at the pig tail behind the cluster to see if you were even getting a 12v reading for the dash lights and if you did, did you simply just check the bulbs in the cluster to see if they were blown???

Ah, yeah see that's the thing! If my TCU were fried, my glove box light and climate controls would not be working... and they do. :/ Should I swap the tcu regardless? It wouldn't hurt...

No, I did not check for a 12v reading, however, I checked the bulbs and they're fine. I even replaced them all just to make sure. Still no illumination.
