As soon as you take off capslock ;-)
Anyhow, the Z T3, like most factory turbos, is designed to spool pretty quickly (I think it's a .60 a/r). As far as what RPMs. . . that all depends on your set up, and those details are beyond me :P I'd imagine with a good exhaust manifold, you may see boost to 8PSI by 3500 rpms or so. . . Or. . . I may just be talking out of my ass.

Not sure how much help this will be, but on my Z31, I could hit 10psi before 3k.
Granted the VG30ET has a couple more cylinders, but...it spools rather nicely. z |

No. The only changes were as follows:
84-87: T3 (water cooling was added in 85 (if memory serves me correctly, might want to double check that in the z31.com archives)) 88-89: T25 z |
