I want to get better handling. Recently I learned that it is possible to put HICAS steering rack on s13 for additional $100 from new tie rod.

Which do you suggest to go with?

What the hell did you just write?

Go with new tie rod ends. I don't know why anyone would actually want HICAS. If you have it, disable it.

HICAS steering rack doesn't give you HICAS... only swapping in the hicas subframe/associated hardware could do that. The HICAS rack offers a quicker steering ratio from what i'm told...

14.9:1 vs 17:1.

Oh, silly me... I never was very good at understanding poor grammar and sentence structure.

The HICAS steering rack wouldn't result in better handling, per se, just quicker steering. A set of sway bars would be much more bang for the buck.

You are probably meaning that the sway bars will give you faster cornering. But what I am looking for is instantaneous responses to my steering input. And I was wondering if HICAS steering rack would give me the such responses.

drift_freaq on this forum wrote this about steering input delay.

"you are always going to have a certain delayed amount of input time, with a stock steering rack...If you have ever driven a Hicas car, you will notice immediately . The wheels responds instantanously to steering wheel input. You can pull much tighter u turns and whatnot as well. I have shocked other 240 owners when I have shown this to them.
In other words you can clean up some of the slop in your steering, but you will never get rid of that delay time. Unless you get a Hicas steering rack."
