I've never been in an s13, but my s14 has the gas release to the left of the drivers seat between the seat and the door. It doubles as the trunk release. You pull up for the drunk, and push towards the center of the car, then down to release the gas cap.
Got an owners manual?

On the S13 you don't have to push towards the center of the car, just push it down(at least on mine.)

on an s13 it's on the left hand side of the driver's seat, you pull to open trunk, and push to open gas tank, but it is possible that a little plastic thing broke, (it happened to me) when you push nothing happens. You basically go open your trunk, and strip the plastic thing on the right hand side (where the gas door is), and you'll find a lil spring to open the gas door manualy, i fixed mine by SHUVING some plastic in there, he'll figure it out how to

in my S14... you only have to push down also... no pushing to the center or anything.

I like the topic title.
It's also possible that the gas door latch is inoperable.
