Does anyone know where in SoCal, Los Angeles area, I can get a S15 conversion and RB motors?
Also how much would it cost?

VIS Racing makes conversion but I've heard bad things about them. ChargeSPeed japan makes an s13.5 widebody conversion, not sure how much but I"m pretty sure it costs a ton.

Kazama makes s13 > s15 fenders:

http://www.more-japan.com/xcart/catalog/Kazama_Conversion_Front_Fender_from_S13_to_S15-p-16159.html

im fairly sure JDMrice3 rocks these....or maybe other brand not sure.

or jspec.com for the IC fenders, or masa or whatever they were called.

Hey man, just make a new thread. Don't jack this poor guy's thread.
The S13-S14 will have to be custom, it's not a kit, nor is it in any way bolt-on. SEARCH... this topic was discussed a couple weeks ago... IIRC, the general consensus was that it's butt ugly, as the straight lines of the S14MC don't really go with the curvy lines of the S13...

...but hey, it's your ride, if the S14MC front makes u happy, more power to ya, just don't expect a whole lot of support from the masses, know what I'm sayin? ;)

Masahi: the IC fenders are molded from the Masa fenders. Masa is still the best fitment/quality, with IC coming in 2nd.

if your getting an rb motor hit up www.g-dimension.com last time I was there, 4 cars in various stages of RB transplants. As far as S13.5 conversions. don't think its a simple 1day affair. Wiring, radiator support, headlight brackets made, time and time again making adjustments so the hood, fenders, and bumper all fit in unison.
