Idle at 1200rpm with TPS unhooked

Tried to check my timing last night... with the TPS unplugged my car idles very high.. around 1200rpm... and when i check the timing its at 30-35 since the idle is so high... I tried adjusting the idle control.. i turned it all the way clockwise till it stopped and it did pretty much nothing.....

just wondering if anybody else had this problem... and any suggestions on how to solve it..

if it's a dohc KA then set the timing at 20 btdc and use the idler screw to get the idle to around 650 plus or minus 50. If it won't, check for vacuum leaks and check your AIV.
