Do the face, floor & defrost buttons work when you slide the heat control from cold to hot?? If the buttons still don't work, then check your bi-motor control unit. It's the motor that control the vent door which switches your heat/cold air from your face, floor & defrost buttons. If the motor has died, then the vent door won't move.
On the S14, (not sure if it's in the same place on a S13), the bi-motor control unit is located on the driver side behind the center console. It's hooked up to a 3 to 6 inch long metal rod that connects to the a/c / heater vent system. You'll need a FSM to show you exactly where it's at & figure out how to troubleshoot it. Use the search feature here on Zilvia...
Anyhow, hope this helps.

Your problem may be due to lack of freon in your A/C system. If everything else works, and you get air coming out of the face, floor & defrost button as you slide the temperature setting from cold to warm, then one of the seals on your A/C system failed, letting all the freon out. You're gonna have to find out which seal went bad & replace it before you can recharge the system with freon gas. And since your car is a 91, you'll have to use R12 freon.
Anyhow, hope this helps...

Oooppss!!...forgot to mention...make sure the fan belt that hooks up to your AC compressor is still on AND your AC compressor still works...sounds like you'll also need a FSM...sounds like Zilvia SEARCH time...

The vent door may be stuck, it is a possiblility. As for the A/C not working like said before most ikely out of R12 or R134A. You should go get it checked out for leaks, or maybe it just needs a topping up, air in the lines could also be a problem. It does not take long at all to diagnos A/C problems. A/C is actually a very simply system.

Ya one of my low pressure lines snapped and leaked out oil and freon. I refilled it at some place and it worked for about a month or two and then stopped working. Any of you know what the problem is? thx

THats a sign that it still leaking. If the freon only lasts for a few months, its a small leak and you have to fix the leak first before you should fill it up. If not, you're going to be consistently refilling freon and wasting more cans of freeze12 (replacement for r12) or r134a.

Did the just search till they found one leak and then stop. Dye the system to check for the other leak there most likely is...
