CO is high to high. You're running way rich, thats why its so bad. I bet you that you're throwing a code which is causing the engine to run in limp mode. It allows your engine to run rich so it won't leave you stranded. Mine is doing the same thing. And, with some codes, the CEL won't go on. Scan your computer and see what somes up. If mothing, there might be an injector stuck open or the regulator might be bad causing to run rich. Check the computer first since its easier.

Hydrocarbons is caused by unburnt fuel. Get that running rich thing fixed and that should go down.

Hope this helps.

In most cases, when you fail for high CO(Carbon Monoxide), you have a bad oxygen sensor.

When your CO is too high, this increases the level of HC(Hydro Carbons). When there's too much gas in the combustion chamber you will need a stronger spark and more air to ignite the full efficiently. The air doesn't appear out of no where, so your car doesn't perform at 100% maybe 70%, that's why you feel a loss of power, and a possibly a puff of black smoke out the tail pipe.
