here's my problem...i have frame rust. it's behind the left rear wheel, and it's fairly severe. problem with this is, i need this car to pass inspection by like, monday. i'm planning to sand it down, fill the frame up with something, cover it with aluminum tape, and cover it all in undercoating spray. anybody else have any better ideas?

just tape some sheet metal on and cover it if is all you want to do is pass inspection.

im assuming it's eaten a hole right through your frame?
if you want to fix it for real you need to sand the area down until you see only nice clean metal. do the same for the otherside if you can get to it. once you do that you need to apply some rust - primer converter, let that dry and sand it off; repeat.
depending where it actually is...
on the body - bondo
inside the wheel well or underbody - weld in a piece of metal (if big) fill it with jb weld (if small)
when that's all done clean it, primer it and paint it (or put underbody coating on it)
