so I bought a wastegate a while back the dude didn't know what the spring size was he didn't know what spring was in it as far as boost and he didn't know what the extra springs were rated at, everything is black, no identifying marks on the springs so I cant tell tension by the color codes, is there any accurate way to measure springs using a spring tester for say valve springs? compress it, read the rating and figure out the psi it would hold from there? the spring that is in it has me spiking to almost 18 psi and I need to bring it down

Why not buy the spring you need and put it in?
That's the best way to fix your boost spike and know what you have.

Springs like $20, just buy one
Get a smaller one then, you can always use a boost controller.

Keep swapping the springs that you currently have until you find one suitable for you.
Other than that, I don't have any viable answer to your question. Sorry for trolling.
Cheers
