Just bought a 97 kouki

Hey everyone just like the title says i just bought a 97 kouki with a sr20det notch top.. The car is great amd it has alot of good after market parts.. The only thing is that it womt rev past 4500rpm at idle or in gear.. I did try searching but no luck. I dont really know where to start looking.. Any advise is appreciated86876

Ok il try the plugs and go from there i will update as soon as i get it done

Ok so i chamged the plugs and still the same thing another thing i forgot to mention is the car is stock and i heard they boost 7lbs i am only getting 5 on my gauge and it still cuts off at 4500
