I have been wondering, when these are tuned for t28, would it also work for s15 turbos, since they are smaller?

Yes its Tuned for a s15,or gt2860 platform. I am sure a S14 turbo would likely be good to. Just monitor air fuel with a wideband o2 closely if you are running a S14 turbo.
