Remove the intercooler, and use paint thinner/jasco?

Yeah I'd say soak the intercooler in some kind of paint stripper/remover. Good luck. That really sucks, hope they catch the asshole that did it.

look around at hardware stores... there's some "spray paint remover" in a spray can. its for vandalism and whatever paint you want to get rid of.
spray the intercooler down real good, and let it soak in , the paint will begin to shrivle up and what not..
then spray it off with a power washer or a hose. ( i'd use a blow gun/compressed air to get as much water off afterwards too )

no, you can't do that. even if he sprayed it with radiator paint, it still has non-radiator paint on it, and that will affect its cooling ability.
paint remover is the only choice

paint doesn't really make much of a difference.

okay itd be different if there wasn't a ton of quick and easy fixes to get paint off of bare metal. its not like he scuffed it then put basecoat and cleared it.... its a little spray paint that should come off easily with some chemicals and maybe a litlte elbow grease.
hell, if all else fails he can polish the IC and have it blang blangin...

Hahahaha.
But seriously, just get some Aircraft Paint Remover and go at it....should boil the paint right off. (Test it on an inconspicuous area of the I/C first to see if it causes discoloration or something.)
