SR boosting only 4psi?

I was driving home one day, and when i started hitting boost
it would peak at 4psi. I normally boost 9psi.
I've already swapped my actuator to a brand new HKS one and it still does it.

Did you adjust the actuator? Also is this the 20+ year old t25 turbo?

Double check your intake pipe. I had a turbo do this when I let a bolt fall in there by mistake

Are you running the factory rubber inlet pipe?
