s13 no low end torque

Lol been scratching my head for a couple of weeks now..
First off car is autofag. Cars been sitting for years and off course has issues.the issue is it has no low end torque at all and rpms drop to 400 then back up to normal but never shut off...spark plugs were jet black on the tips but dry, gas mileage is horrible really bad.
The car is completely bone stock, and im talking stock stock..
Other than the no torque issue and rpms dropping low it drives fine

Things done/checked/replaced.
New ngk .44 plugs.
Autozone plug wires.
New fuel filter.
New o2 sensor.
Replaced maf.
Checked timing and all good.
Cleaned all grounds I could find on the bay and motor.
Cleaned dizzy cap inside.
Checked fuses all good.
Cleaned throttle body
Seafoamed motor.

Things im doing next.
Buying a multimeter
Replace injectors and orings
Clean/replace fuel pump

My vote is leaky fuel injector(s).

I just ran into issues with my injectors leaking. Was causing bogging below 2500 and really low idle (like 3-400, whole car shaking).

Replaced with a injector from a altima, runs smooth now.

Changing injectors is my next approach.....also can it be the stock cats clogged?.......at idle if I were to tap the gas pedal the rpms just jump to 2000 and stay there for 2-3 seconds then come back down slowly.....idk

got my brand new oem upper and lower o rings for injectors....now waiting for my injectors from my man anti tyler.

Changed injectors and rings and cut cat off...rpms still drop low and slight power loss coming off the line....also car reeeks of exhaust gas...lmk wussup..one of the spaceship looking shits next to the egr valve had a broken rubber hose underneath..lmk
