Blacktop boost issues

After months of waiting and tinkering I got the car running and idling good! Anyways, before I continue I will say it only occurs on some days and others it does not. So when the car goes into boost the RPMs rise quickly and the turbo spools. Then when the car builds boost it pushes the RPMs back down and then pulls. I don't think it's a boost like do to the fact that it happens some days and others it does not. I've heard and felt what it should run like and when it does this it's a completely different sounds and feel to the car so something is up.

93 S13 Coupe
Stock Black top
Wiring Specialties PRO harness
FMIC
HKS BOV
Exedy Stage 1 Clutch
Stock ECU
SR MAF
Stock boost
Temps stay at 170ish

Turns out last guy never adjusted the pedal correctly. Thought it wasn't the clutch because it was new and broke in. After adjusting it it seems to have fixed my problem.
