A grinder, lots of sand paper, and make sure you hate yourself in the slow process.

I'm going through this process right now, except most of mine is crumbling off like dirt. The fastest way is to use a wire wheel. It does take paint off if you're not careful, so plan accordingly.

Eastwood sells undercoat stripper. It's a spray foam, let it sit for a few minutes and the coating scrapes right off with a putty knife. It's messy but can be done quick.

so, why are you trying to remove it???
I myself don't have any major rust down there. and id like to actually re apply a good coat to protect from future car-aids.

^well the reason is I though the exact same thing you did. no rust.
but once you look further into the seams you can find little tiny cracks. I removed some of it with a scrapper and found it splitting and rusting. at least with my car. im in VA.
also the factory sucked dick at applying the undercoating and it only covers like some of the frame rails. it doesn't cover the inside of the frame rails towards the motor or back near the subframe. also like stated above it just crumbles off at some places.
im just looking for a new application of undercoating. im thinking of doing some sort of bed liner underneath the car or at least in the wheel wells.
ill def look into the eastwood stripper. ill give that a shot and some aircraft stripper. I definitely want to avoid using a wire wheel lol
this isn't under my car but itll give you and idea of what I am discovering, this is my PS wheel well meeting the side of the car where the seats are.

Stay away from duplicolor undercoat! I just applied it to my car 2 days ago and I can rub it off. All prep work was done properly.
