I have a 35mm external wastegate with a 16lb spring.
A line is ran from the port on the front of my turbo to the lower port on the waste gate. The top port on the wastegate is vented to atmosphere (per owners manual).

At idle the wastegate is open I can hear it out the dump tube. Under load it closes and will boost way past the spring pressure 25+psi and not open.

With the engine idling I can remove the boost line from the wastegate and hear it close. I have also removed the wastegate and tested it using and air hose. It seems to open and close as it should when pressure is applied.

Any help with this would be great. I cant figure out what im doing wrong here.

Sounds like you have an inverted wg. It should stay closed even if you have vacuum in the line. The spring rate is important to achieve the correct boost pressure. If you use a boost controller, you can adjust the boost much nicer. This is a basic installation instruction.
