does anybody know where i can get brackets for my intercooler on my s13 or can anybody make them?

You could make them yourself.
Buy a bunch of these and enlarge the holes as needed. (they come in many different shapes and sizes).
In a bench vise you could bend them to wanted angle.

Its called strap metal here in az, and you get it at the hardware store. Hell a hack saw and vice grip will bend yourself some good ol' mounts.

Home-made brackets do not have to be pretty, they just need to function. As long as you have some very basic tools (drill, hacksaw, maybe a Dremel); you can fashion bracketing pretty much however you can get it to work using materials from any hardware store.
Just remember, the more stable the IC is, the more stable the piping will be.

I actually ended up using something different for the bottom mounting tabs. I needed something to hook up the bottom tabs to somewhere on the chassis. I used those clamps that you use on pipes. the clamps have aluminum with rubber around it, i was able to bend and shape the clamp to the where i needed it and works like a charm. I didnt have to use spacers or cut any metal pieces which made it so much easier.

^^Bottom IC tabs go perfectly to the OEM threaded holes on the tension rod supports.
