I've got some damn near brand new slicks for sale mounted on 15" wheels. They have seen 2 runs down the track, no burnouts, they are absolutely brand new. These are 165 bucks a piece plus I paid 100 for the rims.
Bolt pattern on rims is 4x114.3 (they are 1995 Nissan Altima wheels).
I want 300 delivered for them.

No I don't have a pic of them on the car, I had a guy up at the track take pics but he never sent them to me so no :/
And by the way these are 26" slicks and not 28...sorry for the confusion.

What width/offset is the wheel?
Will this combo fit on an s13 with a 2" lowered spring?

It is probably a 7 or 7.5 inch rim from an Altima GLE or SE. Offset is probably around +40 so it doesn't sit flush and wouldn't clear a Z caliper I'd imagine. These were used on my S13 with 2 inch lowering springs and it fit fine, almost tucked in the rear looked mean as hell! :)
