Low beams dont work????

I have a 91 240 with a silvia front end. Low beams are hid high beams are stock. Only high beams work. Everything use to work fine....now NOTHING. changed the ballest on both...nothing...cleaned the stalk as this is a common problem...nothing....rewired everything....nothing....replaced fuses nothing....replaced bulbs nothing....im at a fucking stand still.....any help would be appreciated. but im pretty sure ever step has been covered.

Get a multi meter, or even test light

Is there power at

Fuse box
Switch/stalk
Plug at light itself?

Start at the beginning and trace towards the lights

The command itself needs to be disassembled and cleaned. It is easy to do, maybe an hour job when you have never done it before. Is that what you refer as "stalk" ?
