They will fit, but since Japanese drive on the other side of the road your JDM lights will blind oncomming traffic here in the US.

how do you figure that? its not like they point to the left. i dont see how it'd actually be any different with the lights from driving on one sife of the road vs. the other

JDM lights are designed to point away from the other side of the road, in this case, the right. It's the same for the lights here. I'm not sure if it can be corrected, but use the positioning bolts of the lights to try and aim it away.

DOT approved lights have a beam pattern to limit light going onto oncomming traffic(our left) and raises high to the right to light up the signs.JDM lights will most likely have a straight cut off while pointing more to the left away from oncomming traffic(their right).Putting those lights in a US spec car might cause problems.You might not be able to adjust them enough to fix it completely.

Jspec light will blind oncoming traffic. Ones from Germany or Australia will be designed for left hand driving so it wont blind people here in the US.
Although they wont be DOT aprroved since they are made of glass and not plastic like all headlights here in the US.

wow, never knew that about the beam patterns.
just a side note: in australia, vehicles are RHD, not LHD, so their lights would be the same as j-spec
and i dont think non-DOT approved headlights would really be a problem, unless you live around some SEROUSLY nosy cops

Just to clear up some confusion:
1) Yes, a RHD vehicle's headlight will emit a left flare which is used to light up street signs. Conversely, LHD cars have a right flare for signs on OUR right.
2) Beam patterns SHOULD be corrected. If you do not, then you will blind on-comming traffic and you will endanger others on the road. Sure, you dont think much of it.. but its very annoying for other drivers and you'll be a pain in the ass. Its not about nosey cops, its about being polite and safe to other drivers on the road. Glare causes accidents.
3) The DOT (Department of Transportation) does not "approve" lights. They simply set the standard that automotive lighting manufacters must obey before selling a light which is "legal" for street use in the USA. The term "DOT approved" is contradicts itself.

my cousin's integra has a jdm front, but his lights don't seem to bother anyone.

Oh well, it sorta happens when you work with them from a day-to-day basis.
The S15 headlights are RHD halogen projector headlights. Thats as much as I know at this point in time.
