Depends on what you're looking at. I work at a diesel garage. Haven't worked on any of the powerstrokes yet but diesel is diesel.

late 99 7.3 238xxx 4r100 2 wheel. the check engine light is on. starts great. idles nice. but weak on power. when the tc locks up the truck wants to shake apart and it really struggles to gain speed. untill about 1750rpms then its fine.

You need to get it on a good diagnostic tool. Not some cheap free autozone or oreily code scanner. If you don't have one, take it to truck shop. Not the dealership. Try to find a medium or heavy duty truck shop in your area.

^^ totally agree with this. I wouldn't be able to do any kind of diagnosis on it without going through the codes.
