Ok I have an s13 blacktop sr it idles from around 1500-2000 rpms boosts and runs fine. I have checked vaccum leaks and there are none. I have checked timing, tps, tps voltage also have check the throttle cable and the screw my afrs are 14.1-14.9 while driving they're good. I'm running a z32 maf I think its fine. But did notice when I unplugged the maf it did go normal but if the maf was bad would it boost? Any help would be rad. Thanks.

You still have vacuum leaks. how are you checking for leaks? Whatever way you testing isn't working for you, try another. This is assuming you're tuned for the mods of course.

I am tuned with a rom tune and with a boost leak tester and also tried the Carb cleaner test checked all couplers bov and my gauge reads 20

1500rpm and you still only pull 20inhg, that's crazy.
when you find or fix the issue, vacuum may not be 20inhg, but that's ok. fyi
Check codes, Check your timing as well. Can you bring down the idle with the idle adjustment screw?
unplugging the mafs and idle returning to normal signifies a leak or possibly timing.
what is your normal idle rpm? if you pinch the pvc line (the one with the valve) and idle slows or decreases that indicate a vacuum leak as well.
Too answer you mafs question, yes it would still boost, but symptoms like a sluggish pull or breaking up might follow. since you didn't mention that i don't think it's the mafs. but you might have a code for it if you unplugged while the engine was running or started while unplugged

I checked codes and nothing. Also checked for leaks and still none. I have the iacv screw turned all the way. My car usually idles between 800 and 1100. Could it be possible my maf is to close to my turbo?

800-1100 is a huge flux, mafs location is a possibility, but the fact the the iacv screw is all the way in means air is getting through somehow.
Now you can argue a stuck iacv, but if you boostleak tested you would've had to ignore that leak.
the only other thing that comes to mind is coolant line for the iacv. which most of the time gives symptom of a high uncontrollable idle
ps you should have had a code for mafs if you disconnected it while the engine was running, make sure the diagnostic screw is in the correct position.

Is the ECU temperature sensor functioning properly? If the sensor always returns a cold reading you will have a high idle. Make sure you are not overcooling in any way (e-fans always on, no thermostat etc).
