We can sell in a staggered fitment so we can sell the wheels in pairs if you want. The site is set up where you can select quantity of each wheel and add to your cart, so you can add any kind of variety of wheels.

You are correct - it is a one piece wheel. The outer bolts can be removed but you need to replace it with new ones that are $1 a piece.
