complete loss of power over 3500

my s13 loses all power over 3500 it is stock besides for an intake. i think i have narrowed it down to 2 things either low fuel pressure or the swirl control valves. im leaning more towards scv and was wondering if anyone has had problems with them getting stuck closed b/c i know without vac they should be open. and if you know anyone i can test them with out pulling the intake off. also i have replaced fuel filter with no change. thanks in advance

Unhook the vac line to the scv's and cap it. Like you said it'll stay open.

ya thats what i was thinkin was just worried that it is stuck closed

You should be able to feel if it is. There's like a plunger that's spring loaded. This is how it looks open. 43244

does anyone know where the vac line scv goes to b/c when i was tryin to find where it lead to it popped off and cant find the line i should plug up, but its idling fine so should i just leave it.
