Ok so I have already searched the forum and there are quite a few good threads on this subject, but as every situation is different I just wanted the input of Zilvians.

I have a 1995 240SX OBD1, engine is bone stock. It has an exhaust that its catback 60mm.

So NO is good, its HC And CO2 thats off. I drove the car around to make sure the CAT was heated for sure.

I am guessing my timing is off and I was thinking of getting it set to 18 degrees, retarding it a bit to be on the safe side. Im gonna do an oil change, and check the rest of my ignition to see the condition of everything. Any ideas would be great, I have 1 more week until its due.

check your ignition timing, and also this may help:
