when i bought my s13 a few years ago, it came with an s13 blacktop in it. when i rebuilt it, i chose the red valve cover because i like it better. since i never drove the car with the "blacktop" in it, i didnt notice this....

did the previous owner do this, or did some come like this?

The previous owner did that shit and if you run it like that you will hear what appear to be audible pinging. I've witness the audible pinging sound a few times, on engines where some noobs thought it was a good idea to cap the T off at both ends.

actually, it wouldnt because this would be a perfect candidate for what they did in that catch can thread.

Is it alright to just run a breather on the crankcase vent, or will it catch on fire?

you need that vent to create negative pressure - if you run a breather, its going to leak oil out of there. theres a few really informative threads here about catch-cans, you should go read them and get caught up on its function.
