stock 1989 SOHC 240sx, less than 8k miles on rebuild.

So got the starter tested and it's fine.
Put it back on car and it started right away. -- So it looks like starter gets stuck on flywheel or something. Any thoughts?

Car runs/ran but its been getting hard to start the past few months.
Car finally stopped starting late last week.
Got a new starter, NO start. Got a new Inhibitor Relay (big blue relay behind passenger head light), HARD to start. Cranks forever before it starts. Once I turn it off, it's hard to start again.
Which is the likely problem?
1. Starter Relay <- where is this located?
2. MAF
3. Fuel pump
4. O2 sensor <- unlikely since it's fairly new.
