Vacuum leak and symptoms

My car flutters when idle at a stop light and it has a hard time turning on. When I turn it on the car shakes the rpm flutters and when I press gas it just turns off. Is this a sign of a vacuum leak? The reason I ask is because I can't get a passing smog check cause the guy said the rpm isn't stable need help pls!! Thanks for any advice
