It's an ongoing debate. Do whichever makes you sleep well at night.
Plenty of guys go without it and don't have immediate issues.
I like peace of mind, so I run one.

Use it please, recirculate it and use the OEM blow-off valve if you can, with the side mount intercooler, if using an OEM T-25 turbocharger on an S13 engine. Best upgrade for those is hard aluminum intercooler plumbing on the OEM side mount with the OEM bypass valve.

That will work but you need a blow-off flange welded to the hot-pipe if you want to recirculate it. It needs to be positioned just right.
A front mount intercooler will work but it will delay boost- you will lose spool rpm. The tiny T-25 only has 1 major asset: Response. If you use a front mount you lose quite a bit of response. You gain nothing +/- 10 horsepower.

this is what i was thinking about getting FR Greddy Type RZ Blow Off Valve BOV Kit w/ Hotpipe S13 SR20DET (http://www.frsport.com/FR-Greddy-Type-RZ-Blow-Off-Valve-BOV-Kit-w--Hotpipe-S13-SR20DET_p_13928.html) or the hks

That blow-off may require an additional part or parts to be able to recirculate.
Also, the blow off valve orientation may not be suitable for recirculation.
You may want to call and ask about recirculation, or find someone with that particular piece that has it recirculated.
