S13: Fuel pump problem.

I'm having a problem with my fuel pump. Its not turning on when I turn on the ignition. I tested the wire that connects to the sending unit and it has power, I also took out the fuel pump and tested it on a battery by itself and it works fine so I figured it had something to do with the sending unit so I bought a new one, still nothing. Other than the 2 green relays, what else could it be?

just to clear things up..
With the key on.. you tested voltage at the pump and got what voltage??
Have you checked your fuses?
have a friend cycle the key on and off and put your hand over the green relay. see if there clicking
