Hmmm looks like a Konig wheel that came out a while ago. I think it was called tuner. But I'm not to sure.

I'm with IS300 Drifter on this, it looks like an old school Tom's wheel... that, or maybe an older version of the SSR Mk-IV? or V? what's that one? type-X? whatever. that 4 spoke one...
