Ok so i was just driving and all of a sudden my engine temp sky rocketed and my car wouldn't turn over. the starter would spin but not start. there was like oily water on top of my radiator, there was a lower level of coolant than normal as well. so i am thinking my water pump went out and caused the engine to over heat which melted the head gasket. so what im asking is :

-is the water pump suppose to spin freely when the belt is removed or isn't there suppose to be some type of resistance?

-is the head gasket destroyed by the signs of oily water found and not turning the engine over?

-if i purchase two sets of gasket sets for the head gasket and install both at the same time will it hurt my engine or really just increase the compression chamber resulting in a minor HP and TQ gain?

Any feedback would be appreciated!

Water pump should spin freely. The only two ways for it to fail, are if the impellar broke off, or if it's pouring coolant from the weep hole on it.

Oily stuff atop the coolant can be a multitude of issues, often a headgasket, but it can be from other stuff too (dirty funnel, reusing coolant that was in a container that wasn't clean etc etc). Do a leakdown test to verify.

Lastly, No you can't use two headgaskets atop each other.

what is the best kind of gasket set to get to increase the compression a bit. Im trying to get my engine ready for a turbo as well.

use stock, or use cosworth/apexi.

You wont drop much compression unless you get some custom super thick headgasket, wich cometic will do..

Anyway i would get low comp pistons and a cometic and arp studs. If you really want to lower it and be safe about it.
