SR20 swap: low idle and revs stays high after giving gas

Need some help with a weird issue. We just finished swapping a blacktop SR into my S13. The motor sounds stong but the car has a very low idle (tach not hooked up yet but sounds like between 300-500 rpms, the car barely says on). Also when you give it gas it revs up fine but the revs will hang for about 5 seconds before it will return back to idle. We have checked the idle air screw, the timing, and fixed all vaccum leaks with no luck. Has anyone experienced a problem like this before?

try adjusting your cam angle sensor or your throttle position sensor or both.

That's the issue I had with my skyline.

A little update. We cleaned the throttle body (plate and inner spring) and it runs 100 times better. After driving and coming to a stop, the idle stays a bit high but then settles down after about 5-10 seconds. I'm hoping I can get the issue fully resolved soon!
