I'm looking to make 400whp on an s13 redtop, the block and crank is it at the machine shop now. I have CP pistons 9:0 compression bored .020" over with Brian crower rods. I'm going with Brian crower 264s for cams. I'm unsure as the what size turbo to get. The Garrett 2871 seems to make a little under 400. I want to go with a precision turbo though. Would that turbo get the job done? Or could i get there on a 2871 .64 a/r? Any help would be appreciated.

that one is pretty much a 2871r replacement and is designed to out perform it as well.
as far as injectors go 810 will be fine assuming that your looking at deathswerks, but for the same price or maybe just a dot cheaper id go top feed and run 1000cc injector dynamics with a jgy rail super reliable setup.

Issue you'd be having running 1000cc injectors is finding a tune that will handle those without sacrificing your idle. 740cc are more than enough for the most part. Sard 850s were the largest injectors I've ever run and it worked fine with a PFC and idled like stock at 800 rpm.

To take full advantage of rods/pistons you might consider a top mount T3 manifold and anything that will flow around 45-50lb/min- just choose an exhaust housing that fits your powerband.
On the other hand, to avoid having to buy a special manifold, you can use an OEM exhaust manifold and one of those T2 replacement turbos, such as that GT2871 or the precision they mentioned already... Just go for the large exhaust housing and 380-400 should not be a problem...
Only thing is, at the end of the day, your setup will be tapped with the T2 manifold, where, with the T3 top mount situation, you can easily upgrade the turbo if you suddenly desire more power, not to mention they are more accessible.
I would use brand new 740cc injectors, side feed, to avoid reliability issues and having to buy or fit any kind of special rail. the more you can leave OEM, the better, IMO.
