It doesn't work on the first setting. The timed setting. So I have to have my wipers on pretty well full blast or not at all it's driving me insane. What am I looking for to fix this?

When I bought my s14, the previous owner of the s14 had for some reason disconnected the plug that controls the speed settings and I had the same issue, on mine the plug was located on top/side facing the divers side of the heater blower which is located on passenger side of the dash , luckily I had noticed there was a plug which I believe was a flat brown 6 to 8 wire plug just hanging near my glove box, should be the same for s13 ....maybe

I have the same problem. I wonder if the switch is going bad, bc the first setting is used the most.

Yea. I wonder if it's the stalk itself or wiring

its the little white door chime box that sometimes burns the traces on the circuit board and the dash light would go out. that box (according to the FSM) controls the timing of the wipers. so if you unplug the box the timer on the stalk will not work but the slow/fast speeds will. check that box!!! :)
silver350z05rb- the brown plug should be for the dash guages. the rpm signal is in that cluster of wires, i used that wire to tap into for my SAFC-II

Incorrect.
The wiper amplifier is a green box mounted under the hood, to the fender apron right by the cowl, just past the hood ledge. Typical the amplifier unit fails before the switch. Either piece is simple to swap and test though.

This is the blower resistor. Has absolutely nothing to do with the wipers. Nothing.

Index of /FSM/240sx/91-94 (http://www.nicoclub.com/FSM/240sx/91-94/)
section EL page 50. follow the schematic at the bottom.
power/ground--->time control system(white box with the chime in it)---> intermitent switch(first click on the wiper stalk) ---> the amplifier --->then to the motor.
while it is possible the amp can go bad... there is documentation on pg 52 to trouble shoot the time control box

sometimes the actual inside of the wiper switch is messed up, the contacts dont engage until you are at full blast
similarly to the DIY writeups for fixing the turn signals and headlights, you can go inside the switch and try to fix whatever the problem is, might be worth taking a look
A little off topic, but how about if my windshield wipers work perfectly fine, but when I turn them on I am also greeted by a long horn blast....am I crossing a wire or what?

yea. sounds like bare wires that are constantly contacting are getting powered sent to them or ground and its throwing out the horn. follow the wires in the horn from your steering wheel and you should find them pretty fast.
