Make sure you have the right amount of oil in the engine for starters. You may have a plugged oil galley or a weak/bad oil pump. Do you have a mechanical oil pressure gauge hooked up?

im actually looking to buy this car, he doesnt have a mechanical gauge on the car and the oil light isnt on. he says the valvetrain started to get loud so he had his mechanic look at it and theres no oil at the top of the motor.
can this be easily fixed or will i have to replace cams, lifters etc..?

It depends on what the issue actually is. It could be a clogged galley, in which case you'd have to pull the motor part and inspect it. Replacing cams/lifters etc, is if it's been run that way for a long time. Id suggest hooking up a mechanical oil pressure gauge and see what it has for oil pressure.
