s13 blacktop sr MAF:i think i may have a case of a bad ecu here...

so my car doesnt want to rev past 2500 rpm so i can only assume its in limp mode. checked the MAF and the signal wire (colored red wire in picture) gets no signal at all during idle ( cold and warm engine ). so i checked continuity from the MAF to the ECU pin 16 (maf signal) and pin 17 (maf ground). signal wire gets full continuity to pin 16 and ground wire (colored yellow) has full continuity to pin 17. power wire(green colored) gets full battery power. when i extended the maf i soldered and heat shrinked the wires, i then wrapped aluminum foil around the signal and ground wire as shielding and then heat shrinked around the foil. Yes i matched up the right wires, signal is labeled D on the MAF, ground is C, power is B and A is unused. so i am pretty much stumped...anybody has a clue whats going on here??

update: i cleaned the maf and still same results. i checked the maf signal voltage from the ecu as well just in case my extended wiring had to much resistance and it is still same results, i basically stuck a T-pin in pin 16(maf signal wire) while the car idles.. the most reading i could get from this was 0.01v from both the maf and the ecu side.
also for some odd reason there is FULL continuity between the signal wire and the shielding, is that normal?
