Fuel gauge question

So I took a search and no one mentions if their problem is similar to mine. My gas gauge does not work, however neither does my gas light, yet the gauge points to empty. Does this mean its an electrical thing, or is this also caused by the fuel sending unit or floater?

sending unit is my guess. my gauge was disconnected in the tank (previous owner swapped an OBD-II tank + sending unit) into an OBD-I car. The plugs were different, so I had to re-pin the new connector to work correctly.
