Greddy type-s not boosting over 1.4 bar

Hi people,

I've got myself a used Greddy Profec Type-s boostcontroller:

got everything working and checked all over (com/on port/boostleak) etc.) as discribed in the manual. Its on a 2871 IW turbo.

Great item but the high boost setting is at max while pushing 1.4 ish bar boost (21 psi).

Is this:
A) Normal
B) A bad solonoid
C) Something else?

Got ideas or experience with these or greddy please chime in.
Gonna put my MBC back in tomorrow and see if that works.

whats your stock wastage set at? thats what the main thing that controls it i would get one that is preset at 14psi and then fine tune it with the boost controller.

HKS wastegate @ 0.8 bar. Cant get it any more tight so thats it I guess.
