I got an s14 sr with the t28, all the bolt ons, I just got the hks adjustable wastegate to decrease the amount of spike. Now I have the wastegate set for around 13lbs but it's spiking to 15-15.5 when i punch it then goes back down to 13, is that safe? My a/f is right where it should. Can I crank it up a bit more?

I'm assuming you're on stock injectors? Then I would say no, keep it at 13 psi.
There's already a lot of threads on this:

I run 13psi max on my S14 SR20DET but I don't have the HKS adjustable wastegate. I opted for a blitz sbc i-d electronic boost controller and it rarely spikes for me, I just had to set the gains correctly to control it. I also have a SAFCII with a simple tune done by my friend.

Well I have the AEM tru boost and with the stock wastegate it would spike at 14.5 and stay solid at 10psi. So basically the wastegate was garbage. I do have stock injectors. So now I have nothing set on the tru boost just using it as a boost gauge. I think it's faster then an analog gauge, cause I've read a couple things saying that with my setup I can run 14-15 psi as long as the a/f stays in the 11.7 range in wot, but at that point I'll be spiking at 16 or more but that is only for a millisecond.

As long as your AFR's are good than I see no reason to run more boost if wanted...The turbo becomes less efficient above 14psi but still creates power.
I was doing 16psi on a GT28rs with stock injectors and maf on a stock ecu and had zero problems and the AFRs were perfect

Turned it up a bit more, a/f is still perfect at 11.7 under wot. I'm running 14.2ish.
