im pretty familiar with the law and if you still have it in your possession but it is being impounded it usually is due to registration or lack there of.

edit: multiple license violations can cause this too.

they dont have the authority to take control of the vehicle. most likely in cases where you have a due date and if you miss it than they have a date to pick up the car. cali laws are pretty wack

sounds like the car got stolen, full coverage insurance paid for the car, then the car was reclaimed. I mean OP did say it was "totaled". correct me if I'm wrong but don't reclaimed stolen cars get tagged as "totaled". Oh and do this.
