manual steering question

I pulled out the power steering when I did my SR swap. I pulled all the lines and the power steering fluid resevoir. I am getting my car inspected and the mecanic says I need something to lubricate the steering rod or it will seize up. Does anyone know what he means?

Why didn't you leave the power steering in?

I removed my PS many moons ago and havent had any problems. I am sure there is still SOME oil inside the rack, so I am not worried. Besides, you'de be able to hear it if it needed oil, it would start to squeek. No biggie, if it ever DOES need more oil I'll just add a bit more in there.. for now its fine.
